The classic tension: clean / functional / expensive / culturally-dead vs dirty / dysfunctional / cheap / vibrant. Both axes are derived — computed by a fixed formula from other dimensions' ranks, not scored by hand — so the placement is reproducible. The cities that sit off the diagonal are the interesting ones.
